SERVIR-Amazonia is searching for a Consultant Social/Gender Researcher to perform a Gender and Social Inclusion study in the Guyana Mangroves that would provide a general overview of the state of the mangroves, the gender relations, the afro Guyanese and indigenous people’s roles and experiences. This activity will be executed under the framework of  the Memorandum of Understanding signed between SERVIR Amazonia and the University of Guyana aiming to enhance the monitoring of Guyana’s ecosystems, in particular the mangroves.

Background

SERVIR-Amazonia is part of SERVIR Global, a joint development initiative of the National Aeronautics and Space Administration (NASA) and the United States Agency for International Development (USAID). Since 2005, SERVIR has been working in partnership with countries in Africa, Asia and Latin America to co-develop and use information provided by Earth Observation (EO) satellites and geospatial technologies.

SERVIR-Amazonia is a five-year program (2019-2023) led by the Alliance of Biodiversity International and the International Center for Tropical Agriculture (CIAT), with its regional Hub based in Cali, Colombia. The SERVIR-Amazonia partners include Spatial Informatics Group – SIG (United States), Asociación para la Conservación de la Cuenca Amazónica (ACCA) (Peru), Ecociencia (Ecuador) and the Institute for Forest and Agriculture Management and Certification – IMAFLORA (Brazil).

The SERVIR-Amazonia Hub is working with regional partners to understand needs, and translate  these needs into the development of geospatial tools, products and services that will allow countries of the Amazon basin to improve environmental decision-making and to better incorporate the voice of women, indigenous peoples and their communities. The Program is working in Brazil, Peru, Colombia, Ecuador,and Guyana. 

SERVIR-Amazonia covers four thematic service areas empowering actors across the region to track and understand environmental changes in near real-time and improve decision-making in relation to sustainable landscape challenges in the Amazon: Drought and Fires; Water resources and Hydroclimate Disaster Management; Weather and Climate; and Ecosystem management.

SERVIR-Amazonia promotes gender equality and indigenous people’s considerations into service delivery, as well as the strengthening of capacities, involvement and their participation under the Program activities. Further information is available at the Program Web site and brochure.

The SERVIR-Amazonia Program signed a Memorandum of Understanding (MoU) with the University of Guyana, on March 9, 2021, to support Guyana’s efforts in the conservation of its forest and biodiversity. On the other hand, SERVIR-Amazonia signed a MoU with NAREI. The signing of these MoUs will enhance the monitoring of Guyana’s ecosystems, and include academic research, as well as allow for the participation of indigenous communities and women to be part of the conservation process. 

The partnership with NAREI has been initiated around the monitoring and evaluation of mangroves in Guyana using latest geospatial technologies and satellite imagery to map the extent and structure of mangrove forests along the coast. As a result, the Government of Guyana and civil society actors will be able to better analyze mangrove-related land-use change and act on hotspots of deforestation to stop them on time. The data and information will allow users to engage in land-use planning, policy making and actions to protect mangroves from being converted to other land uses, as well as to plan mangrove protection efforts for farmers in low-lying coastal regions. Objective of the Consultancy

The consultancy is intended to provide an updated study on the state of the mangroves in Guyana, in terms of the mangroves ecosystem, the economic, governance and social issues, in particular the gender relations and the afro Guyanese/indigenous people’s roles and experiences.

The study will serve to gather and analyze the information available at the global and national level in terms of publications, opinions and experiences of the interviewees, institutional policies, plans, etc. as they relate to the proposed objective. 

Scope of the Study

SERVIR-Amazonia seeks to understand better how women and afro Guyanese/indigenous populations have been integrated into policies and activities related to the mangroves in Guyana. The purpose is to  gain a better understanding of the possible impacts or consequences of the mangroves monitoring service co-developed with NAREI under the Program, which may differ between women and men. This understanding may neutralize possible negative impacts and enhance the benefits of the service for the most vulnerable people, particularly women and indigenous peoples.

This study is based on a literature review and interviews in Guyana, working beyond knowledgeable informant interviews. Literature to be reviewed may/should include program descriptions, project reports and evaluations, web pages, policies, strategies, international scientific literature related to the mangroves in South America and other regions, including government institutions, NGOs, donors, etc. It also includes collecting information through  field visits and activities with communities in selected areas.

Interview questions should include but are not limited to the following topics:

  • Economics and mangroves (differentiated roles in timber, fish, tourism as well as in biodiversity conservation and environmental services)
  • Environmental risks (differentiated impact of deforestation and environmental degradation, differentiated roles in information management)
  • Other issues (differentiated capacities in mangrove management, priority needs, level of use of information and communication  technologies (ICTs), existing related programs and initiatives at national, and community levels)

These questions are referential. The Consultant should respond the best he/she could in the framework  of the core questions on the basis of the available literature and information learned from interviews. The potential economic impact or benefit of the services (mangroves monitoring) should be analyzed. Applicants are asked to propose their preferred methodology and work plan. A list of the publications reviewed, and interviews made should be provided with the final report.

The field work should focus in two Zones, at least,  incorporating a set of interviews regarding gender issues and mangroves, not less than 15, including the possibility of a Focus Group. The proposal should define the number and type of interviews or similar techniques proposed to collect the information, including the required time, and  should present the costs of the Focus Group and transportation it demands. 

The main findings and recommendations of the study will be discussed at a local workshop organized by the consultant (One-day workshop), with the support of SERVIR-Amazonia, NAREI and the University of Guyana, at the third month of the consultancy, presenting the main findings and recommendations. The researchers should consider the time dedicated to organize and participate in this workshop. The cost of the workshop should  not be included in the proposal. 

Outputs

A written report including the analysis and conclusions of the study and its Annex.

This includes:

  • An updated study of the state of art of the mangroves in Guyana, in terms of the mangroves ecosystem, the economic, governance and social issues
  • A report of the gender relations and the afro Guyanese/indigenous people’s roles and experiences. In particular the role of women and how the environmental changes affect their lives
  • A report of the expectations of people´s living or working in the mangroves in particular women, regarding monitoring the mangroves
  • A summary of the interviews, the Focus Group or another technique used in the study.
  • A list of the publications reviewed 

Required qualifications

The selected Consultant Social/Gender Researcher will organize a team, including one expert with a Technical profile in the field of the Environmental Sciences and previous knowledge of mangroves issues. Another, with a social profile, in the field of Social Sciences (Sociology, Anthropology or Gender Studies, for example).

  • The Social/Gender Researcher, should act as the Principal Researcher, leading the study. He/she will be the main responsible of carrying out the study in a successful and timely manner. He/she should have experience in conducting research.  
  • The Technical researcher must have previous knowledge of mangroves issues in Guyana,  demonstrating its experience in some publications regarding mangroves
  • The Social/Gender Researcher should have advanced studies in gender, afro Guyanese or indigenous people issues. 

The proposal should indicate the demanded time of each one and their responsibilities.
